Given that six months have already passed since the Democratic majority took over, Carter said any further delay means it will have less time to issue other precedent-shifting decisions, especially if Republicans are successful at the ballot box.
"There is no doubt there's a dramatic difference between three years and four years in terms of making a significant imprint upon the interpretation and application of the [National Labor Relations Act]," Carter said.
