“Will Federal Definitions of Emerging Technology Stall Your Next International Licensing Opportunity?”
Ivan presented on a panel that discussed the implications for technology licensing of new statutes reforming CFIUS and BIS export controls and forthcoming implementing regulations that will define “emerging technologies.” These definitions of emerging technologies will be subject to new dual-use export controls and will become part of the definition of “critical technologies” that will be important for inbound investment national security reviews by the Committee on Foreign Investment in the United States (CFIUS).
